During the advancement of household photovoltaic projects, similar problems were encountered in many places. Therefore, this article will explain the two standards mentioned in the National Energy Administration's reply and the origin of 25% and when they were cancelled.

Household photovoltaic capacity, which does not exceed the requirement of 25% of the capacity of the connected transformer, comes from the national grid enterprise standard implemented on May 6, 2011: Q/GDW617-2011.
In the "4 general principles" of the above-mentioned standard, 4.3 puts forward that "small photovoltaic power plants should not exceed 25% of the maximum load in the power supply area of the upper-level transformer in principle", as shown in the figure below.

In the new national standard "Distributed Power Access Standard" (Q/GDW1480-2015) implemented on March 31, 2016, this requirement has been cancelled. There is no requirement for access capacity limitation in the new standards currently implemented.

With the development of household photovoltaics, in 2017, the "Household Distributed Photovoltaic Power Generation Grid-connected Interface Technical Specification" was launched. In this specification, although there are no specific requirements on the scale of access, it requires:
When the power generation exceeds 50% of the annual power consumption of the connected transformer, special research should be carried out.
