Announcement on the development of low-voltage switchgear and professional testing of network access

According to the distribution network equipment standardization work deployment of the State Grid Corporation of China, and in accordance with the principles of "safety, reliability, ruggedness, uniform standards, universal interchange, reasonable classification, and wide application", it was decided to develop 0.4 kV standardized low-voltage switchgear (hereinafter referred to as " Low-voltage switchgear") prototype development and network access professional testing work to improve the quality of equipment access to the network, the level of general interchangeability, and the level of convenience in operation and maintenance. The relevant matters are now announced as follows:
1. Development and testing arrangements
1. The development and testing of low-voltage switchgear are carried out in accordance with the requirements of this announcement, and in accordance with the principle of "voluntary registration and completion within a limited time", all suppliers can voluntarily sign up for participation.
2. The registered supplier shall strictly follow the requirements of the State Grid Corporation of China "Low-Voltage Switchgear Standardization Design Plan (2020 Edition)" (Annex 1) to complete the prototype type and plan selection, and prototype development. Suppliers can choose to develop a general-purpose and compact low-voltage switchgear prototype according to the situation.
3. In order to ensure the seriousness and fairness of testing, and improve work efficiency, the standardized low-voltage switchgear network access testing is entrusted to the national third-party testing agency, and each supplier can choose the testing agency independently. The inspection specifications are strictly in accordance with the "Standardized Design Plan for Low-Voltage Switchgear (2020 Edition)". The technical benchmarking of the testing work is organized and implemented by the China Electric Power Research Institute Co., Ltd., and the participating national third-party testing institutions are benchmarked in the same industry to ensure that the test standards, test requirements, and test criteria are consistent. Each supplier shall entrust a testing unit with the above-mentioned qualifications to carry out the test. After the test is qualified and a valid test report is provided, it can be determined that the network access test requirements are met.
4. Starting from the date of the announcement of the network access test, the registered supplier should first develop a prototype in accordance with the requirements of the State Grid Co., Ltd. "Low-Voltage Switchgear Standardization Design Plan (2020 Edition)". The prototype can be submitted to China Electric Power for scientific research after it has on-site inspection conditions. The contact person of the Institute Co., Ltd. signs up, and sends the unit name, work contact and telephone number, and the type of prototype to the e-mail. The China Electric Power Research Institute Co., Ltd. organizes on-site inspections based on the application materials to check the production capacity and prototype and standardized design Consistency of the plan, and detailed photographs and records of the prototype on the spot to form an on-site inspection file of the prototype. 5. After passing the on-site inspection, the prototype can be sent to a national third-party testing agency for professional network access testing. The minimum test project requirements to be completed for the development of the prototype are shown in the "Low-voltage switchgear standardization design plan (2020 version)".

2. Other matters
1. During prototype testing, the supplier cooperates with the operation and disassembly of the test product. After the test, the supplier shall cooperate with the test sample to be kept, and shall not be dismantled or destroyed at will. The main structure, parameters and key raw materials of the supplied products shall not be changed at will.
