       We believe that the new power system with new energy as the main body, deeply integrates low-carbon energy technology, advanced information and communication technology and control technology, takes solar energy, wind energy and other new energy power generation as the main supply, and uses a strong smart grid as the configuration platform. The mutual interaction and multi-energy complementarity between network load and storage is an important support, which has the characteristics of clean and low-carbon, safe and controllable, flexible and efficient, open and interactive, intelligent and friendly. Accelerating the construction of a new power system can not only meet the needs of multiple fields of new energy and wide access to multiple loads, but also promote efficient, safe and flexible allocation of resources, improve overall energy utilization efficiency, and will also accelerate energy convenience, technological innovation, and drive Industrial transformation and upgrading will promote the high-quality development of the energy and power industry.
       Constructing a new type of power system is a very innovative and challenging system engineering, and it needs to focus on four aspects. First of all, the construction of a new power system will not be accomplished overnight, but a long-term gradual process. It requires us to start from promoting the coordinated development of the energy and power industry, coordinate the relationship between stock and increment, short-term and long-term, and coordinate the development of technological research and mechanism. Design and policy research, formulate specific paths for phased implementation, and ensure the coordinated linkage and effective connection of various fields and links. Secondly, adhere to the bottom line thinking. As the installed scale of new energy power generation represented by wind and light continues to expand and the proportion continues to increase, conventional power sources will gradually change from the main body responsible for the adjustment of electricity and support to the power source for adjustment and auxiliary support. This requires us to coordinate and optimize the scale and distribution of power installation types, and accelerate the construction of a modern, interconnected, efficient and intelligent power grid. At the same time, strengthen the construction of emergency and backup power sources, maintain reasonable system operations, and continue to improve the power system's security assurance capabilities and the efficiency of resource allocation. Third, adhere to innovation-driven, starting from the actual needs of serving the clean energy transition, continue to deepen the basic theory of power system, new application technology and disruptive technology research, focus on breakthroughs in some key technologies, and vigorously promote the construction of demonstration projects. Fourth, adhere to the market orientation, establish a market mechanism that adapts to carbon emission reduction and the development of new energy, further improve financial mechanisms such as prices, fiscal and taxation, and coordinate the promotion of a unified national power market and the coordinated development of the carbon market, and fully reflect the green attributes and characteristics of new energy.        Following the trend of energy clean and low-carbon transition, State Grid has conducted in-depth research on major issues of carbon peaking and carbon neutrality. In March this year, the carbon peak and carbon neutral action plan was released, and a series of measures were formulated and implemented afterwards.
       At present, the work carried out by the State Grid mainly focuses on six aspects. The first is to accelerate the transformation and development of the power grid, take the improvement of the large-scale optimization        configuration capability of the power grid as a long-term task, continue to optimize the regional and provincial main grids, focus on the construction of a modern smart distribution network, continue to increase investment in the distribution network, and actively adapt The grid-connected distributed clean energy and the electricity demand of multiple loads. The second is to focus on the large-scale development and utilization of new energy, continue to strengthen the unified dispatch of the entire network, focus on improving the flexible adjustment capability of the power system, and focus on better serving the development of new energy. The third is to vigorously support the replacement of electric energy, adapt to the development trend of the electrification of energy consumption, focus on the fields of transportation, industrial and agricultural production, and residents' lives, and vigorously implement the substitution of electricity for coal and electricity for oil. Fourth, the use of digital technology to empower traditional power grids is an important means to improve the efficiency of grid resource optimization and the level of intelligent interaction. In view of the technical characteristics of the transition from large-capacity centralized power production to large-scale distributed power generation, we need to actively use digital technology to improve Power system control level and efficiency. The fifth is to strengthen key core technology research. During the "14th Five-Year Plan" period, we must concentrate our efforts on basic theories, core technologies, "stuck neck" technologies and key equipment research, and actively promote the construction of new power system demonstration areas. The sixth is to advance the advancement of technical standards, actively engage with relevant national industry departments and industry upstream and downstream unit standardization organizations, and actively carry out international exchanges and cooperation.
       State Grid is willing to work with international and domestic parties to further strengthen exchanges, deepen cooperation, and work together to make greater contributions to the promotion of energy clean and low-carbon transformation and the realization of carbon neutrality.
